Kazakhstan has taken a bold step into the future of learning by approving its first ever national framework for Artificial Intelligence in education. The framework, designed for 2025 to 2029, sets clear rules for ethical AI use, personal data protection, and academic integrity across schools, colleges, and vocational institutions.
Government Backing and Vision
The joint order was signed by Education Minister Gani Beisembayev and Digital Development Minister Zhaslan Madiyev, following President Kassym Jomart Tokayev’s call to modernize education in his annual address. For the first time, the country now has national standards that define how AI will be responsibly integrated into classrooms.
What the Framework Covers
The plan goes beyond simply using AI tools. It introduces digital textbooks, promotes AI literacy, and encourages project based learning where students can create their own AI-driven ideas. Teachers will undergo professional training under a three level model: acquire → deepen → create, ensuring they remain central to the learning process.

Special emphasis is placed on protecting children’s rights and upholding the authority of teachers. Schools and colleges will adopt unified rules on academic honesty and responsible AI use.

Speaking at the signing, Beisembayev highlighted that AI will not replace educators but will instead strengthen their role. “All key decisions in the educational process remain with humans,” he stressed, underlining that AI is meant to assist, not override, teachers.

Kazakhstan’s new framework draws on recommendations from UNESCO, OECD, and the EU, but adapts them to fit the country’s values. Minister Madiyev noted that the move is part of a broader digital transformation strategy, saying it will help nurture a generation of specialists who can confidently use and create future technologies.

From 2025, AI in the Classroom
Starting with the 2025_2026 academic year, AI concepts will be introduced into subjects like Digital Literacy and Informatics. Students will also gain access to online courses such as Day of AI, while teachers will benefit from professional development programs designed to keep them ahead in this rapidly evolving field.
