HEC Orders Universities to Launch Mandatory AI Course by Fall 2026

The Higher Education Commission (HEC) has directed all public and private universities across Pakistan to introduce a mandatory three-credit-hour course on Artificial Intelligence (AI) in all undergraduate and postgraduate degree programs.

HEC’s Official Statement to Universities

In a formal letter to vice-chancellors and heads of universities, the Executive Director of HEC stated that AI education can no longer be treated as optional. He emphasized that students must be equipped with digital literacy skills and a clear understanding of ethical responsibility.

The letter also highlighted the need for students to understand data privacy, transparency, and responsible technology use, as well as the wider social impact of AI, including effects on employment, decision-making, and governance. HEC stressed that these skills are necessary for graduates to meet international academic and professional standards.

Universities have flexibility in how they introduce the course. It may be offered as:

  • An elective subject

  • An interdisciplinary course connected to multiple fields

  • A supporting course integrated within existing programs

Regardless of format, the course must cover core AI concepts and foundational knowledge.
