Abu Dhabi’s Bold Step Toward an AI-Powered Future
Abu Dhabi has announced an ambitious $13 billion plan to make its government entirely powered by Artificial Intelligence by 2027. The project, officially called the Abu Dhabi Government Digital Strategy 2025 to 2027, aims to create the world’s first government system where every decision, service, and operation runs on AI.
Led by the Department of Government Enablement (DGE), the initiative focuses on transforming every public department into an AI-driven, data smart, and cloud based system designed for speed, transparency, and efficiency.
From Manual Processes to Smart Governance
Under this digital strategy, traditional paperwork and slow manual operations will become a thing of the past. The government plans to launch over 200 AI-based services, all connected through a unified ERP (Enterprise Resource Planning) system and hosted on sovereign cloud computing ensuring data stays secure within the UAE.
Officials say this transformation will make Abu Dhabi the first AI-native government in the world, capable of predicting citizen needs, offering personalized services, and approving applications automatically.
Empowering People with AI Knowledge
A core part of this initiative is human development. Through the “AI for All” program, Abu Dhabi will train citizens and government employees to understand and use AI responsibly.
Already, 95% of the government’s 30,000 employees have completed basic AI training, and each department now has its own Chief Data and AI Officer overseeing ethical implementation.
This education first approach ensures that as the technology evolves, people evolve with it turning AI from a tool into a shared skill.
Economic Boost and Job Creation
The plan isn’t just about technology it’s an economic strategy too. Officials project that the initiative will add AED 24 billion (around $6.5 billion) to the UAE’s economy by 2027 and create over 5,000 new jobs in automation, data science, and cybersecurity.
This move supports the country’s larger vision of positioning the UAE as a global leader in digital governance and smart innovation.
TAMM 4.0: The Future of Public Services
One of the highlights of this transformation is TAMM 4.0, the latest version of Abu Dhabi’s government service platform, set to launch at GITEX Global 2025.
TAMM 4.0 will use advanced AI to offer proactive, multilingual, and personalized citizen services such as automatically updating personal records or offering housing services when someone gets married.
AI Majalis: Bringing AI to the Community
To make sure citizens understand and trust AI, Abu Dhabi has also launched “AI Majalis”, local community gatherings where residents can discuss how artificial intelligence can improve everyday life.
These open discussions aim to build public confidence and shape how AI serves communities responsibly.
A Model for the World
Chairman of the DGE, Ahmed Hisham Al Kuttab, said this strategy represents Abu Dhabi’s vision to become an “AI-native government proactive, agile, and centered on human needs.”
The plan combines technology, education, and empathy to redefine governance for the modern era.
